ECO-DRR TRAINING CONDUCTED IN CALUBIAN

Last March 13-15, 2019, a training on "Climate Change and Community-Based Ecosystem  and Disaster Risk Management"was conducted at the ABC Hall which was conducted by the personnel coming from the  Visayas State University formerly ViSCA. The usual approach on disaster management is through engineering such as the construction of evacuation centers, flood control systems, construction of dikes and wharfs and many others. However, the new introduced approach is the utilization of ecological factors probably the adoption of planting native trees as possible barriers for erosion and winds, the rehabilitation of mangrove forest to suppress the forces of waves.  Rehabilitation of forest ecosystem is one of the approach to fight global warming and to revive the natural supply of water.


Project leaders utilized various strategies to effectively impart new knowledge to the participants through room discussions using power point and field trips to different locations such as projects at VSU Villaba campus and a project with adopting farmer. The opening of the training was graced by the MA of Calubian who welcomed different farmer-participants and Hon. Doroteo N. Palconit the Municipal Mayor who gave his inspirational message. Lectures were conducted by no less than the head of the Extension Department of VSU in the person of Prof. Efren B. Saz and Project Director Dr. Marlito Bande.

CALUBIAN TRANSFORMATION: REAL OR FICTION?

Election is fast approaching...few days from now each of the registered voters will be casting their votes to elect new set of politicians to govern the municipality. For the Municipality of Calubian, a one-on-one and a head on collision between two parties is happening. The close fight may cause throwing of below-the-built issues  and even personal one.

Being already residing in Calubian when Hon. Doroteo N. Palconit was elected, I just would like to present probably some accounts what has he had done in his entire term. This accounts would start during the start of his term until this year.

A. Renovation of the Municipal Hall- During the onset of Mayor Palconit's term, the municipal hall has undergone several renovation wherein funds used for renovation were coming from calamity funds due to typhoon Yolanda.




B. Construction of ABC Hall- The area where the ABC Hall was constructed was just a location of an old pre-fabricated probably a condemned marcos type building which I never know what's the purpose of  setting it there. The ABC was partially financed by LGU but the bulk of the funds were coming from the barangays themselves. The construction of the building was influenced by Mayor Palconit since he realized the urgency to construct a building to serve as venue for the members of the ABC during their monthly consultative meeting and will also serve as venue for trainings and seminars involving Calubian constituents.



C. Farmers Training Center cum Municipal Agriculture Office-  The building is among the structures which were given by the national government through the YRRP Project including the warehouse. It was constructed beside the ABC Hall and was a replacement of the Senior Citizen Building which was demolished due to its damaged structure while the warehouse was constructed near the Sub-Provincial jail.




D. Renovation of the Transport Terminal and Gymnasium - The ability of the Local Chief Executive to look for funds from outside sources in augmentation to meager local funds had caused the renovation of of the two important local infrastructure, the gymnasium or the civic center and the transport terminal.






E. Construction of the New Rural Health Unit (RHU)-  The new RHU building was constructed near the Municipal Hall  and directly fronting the ABC Hall. The new construction was funded by the national government while the old structure infront of the park was utilized to house the national agencies like the DAR, PCA and others.


F.  Calubian Fish Landing Center-  Another building which was donated by the national government through BFAR is the Fish Landing Center which was constructed in the old Pahayahayan of Brgy Espinosa. 



G. Other Different Projects - There were other buildings which were renovated after the super typhoon, but much of the projects like the four phases of the "Salin Tubig" were the rewards of being compliant to the Seal of Good Local Governance which worth millions of pesos. A lot of other projects were also being carried out during the Palconit Administration such asthe commercial buildings in the town proper, the farm-to-market roads, the ARCP2 project sponsored by DAR and many others including non-infra projects like the numerous demo farms in different barangays in collaboration with different farmers association municipal wide. But of course, we will not forget how Hon Palconit had turned the old Market into a very busy wet market at present and does not anymore looks like a pig pen.

I know there are still plenty to work on to fully develop Calubian. This is the best time for the protagonist to present the plans to the people and not throw personal attacks to the opponents. 
After all, it is the enlightened people who will decide who among you to vote for. For Mayor Palconit, thank you for the job well done.

MLGOO Send-off and Welcome Party- by Ker Sabenorio

To ensure neutrality among the positions and safeguard  the field personnel  from any political pressures due to the very nature of working relationship with local governments, a reassignment of  DILG field personnel was hereby implemented effective last March 1, 2019 which cover the forty (40) municipalities of the Province of Leyte as per directive of Secretary Eduardo M. Ano and a memorandum from Regional Director Artemio B. Caneja dated February 22, 2019.  In connection, a send-off gathering was organized by the Municipality of Calubian headed by Hon. Doroteo N. Palconit for the outgoing field officer Ms. Cristina O. Alejandrino at the same time welcome party for Ms. Jessica J. Josol incoming field officer.

It was a remarkable gathering , a display of gratefulness towards one another. Ms. Cristina in her teary eyes said in her message "Thank you one and all, thank you sa support, thank you for the love, will be missing you my dearest Calubianon". In response, Hon. Palconit said, "With all the rewards and awards we have received this is for our success, and Tina (Cristina) you are part of this. In behalf of the LGU Calubian family we always pay respect and salute to our outgoing MLGOO. To our incoming MLGOO, it is a challenge for you". Indeed we are thankful to Ms. Cristina O. Alejandrino for her almost four (4) years in service in our beloved Calubian.  Below are some photo-documentation during the said gathering;
